Xinjiang is located in the northwest frontier, and it has many differences with other provinces and cities. However, since 30 years'reformation and opening-up, the education departments of Xinjiang Uygur Autonomous Region have been catering to the national education reformation policies closely. Along with the development of the quality education as well as the implementation of Great Western Development Strategy, the Autonomous Region revolves closely around the holistic implementation of the strategy of invigorating the whole region, to accelerate the nine-year compulsory education universally, to improve the education quality and level, to promote bilingual teaching comprehensively, to keep school education stable at various levels, and to promote coordinated development.Junior middle school students in Xinjiang are the talent reserve resources in the coming decades. They are at crucial position, no matter from the fundamental education perspective or from the national fitness perspective. As a result, how the junior middle schools'sports will develop has been closely related with our primary education and the development of future mass sports. By setting the great changes in social development since the reformation and opening-up in China as the background, we search literature materials, make expert interviews and do mathematical statistics in order to analyze the development and construction of junior middle schools'sports curriculum objectives, guiding ideology, teachers training, sunshine sports activities, extracurricular sports training, funds since the 30 years'reformation and opening-up in Xinjiang. Here are the conclusions:1. With China's reformation and opening-up 30 years development, the basic education reformation and development of the region have made remarkable achievements. Meanwhile, school sports have made great progress. Especially the issue of the 7th central files and the 18th documents of Autonomous Regional Party Committee, in primary and middle schools, autonomous region since "targeted" countries meet by chance, school sports "all aspects has achieved great progress and development, education priority development has become the consensus of all levels of government and society.2. The unbalanced development of regional economy makes the other places in Xinjiang and the sports and health course teaching circumstance different. At the same time, it also reflects the relatively slow development. Many minority PE teachers'Chinese levels are low, lagging in PE curriculum reform experiences and achievements are not to be absorbed and promoted, which affects the physical education and health course teaching reformation further implementation.3. In recent years, special funds of the school sports health work in Xinjiang have been integrated into annual education budgets and will increase as the funding goes up. Thus, school physical education funds have changed greatly. However, funds compared with those actual demands are so far than what is needed that it should be further improved. The serious lack of sports teaching venue and equipment affects the teaching development to some extent.4. PE teachers' scientific culture quality in junior middle schools is relatively poor. As they are unable to master advanced teaching theory very and the capability of methods is not so strong, their lack of the bilingual teaching ability, innovation ability and scientific research ability restrict the improvement of school sports teaching quality in the Autonomous.5.Under the leadership of attention in autonomous regions, "sunshine sports" has developed greatly from the content, form, innovation and management system, forming a good sports atmosphere, some of the ethnic minority areas school lack of organization and management due to leadership and teachers pay enough attention in extracurricular sports activities.6. As autonomous region relevant departments use "going out", "bringing in" policy, the junior middle school sports get training progress in extracurricular sports, but due to the regional diversity, it exist development differences in certain regional. .7. Data made by the inspection of student physical health indicates that city junior high students'fitness index such as endurance, strength, speed, etc continues to decline, bad vision is still high and the proportion of overweight and obese adolescents increase significantly.
