With the situation of rapid development for China to build a moderately prosperous society; with the situation of rapid development for rural economy compulsory education in rural areas has also been unprecedented attention and concern of social. Compulsory education Law of the People’s Republic of China edited again ordain:"The People’s government at different levels shall adopt every measure to ensure children and juveniles of school age to go to school.""The State Council and the local People’s government at and above the country level shall promote the coordinated development of all kinds of education at all levels establish and perfect the whole life education system. The state shall help all minority nationality regions develop educational undertakings in light of the characteristics and requirements of different minority nationalities. The state shall support the development of educational undertakings in remote border areas and poverty-stricken areas."So the balanced development of compulsory education has become the inevitable choice for education development at the new period and also become the guided idea and strategic choice of educational reform in our country.In recent years, compulsory education in rural areas continue to improve funding for education, teaching condition and group of teachers, and the conditions in school, but still exists shortage of funds, low utilization of material resources, low qualifications of teacher. How to optimize the allocation of resources in rural compulsory education, how to improve the level of compulsory education in rural areas, how to ensure the quality of compulsory education, they have become a key in the present compulsory education in rural areas. This thesis is merely trying to explore perfecting rural compulsory education resources in Kaifeng country. It is divided into six sections. In the first section, the author identifies the goals, strategy and methods for research. In the second section, the theory of compulsory education in resource allocation has been discussed. In the third section, the current problems are pointed out. The fourth section is to analyzing the current situation of the allocation to rural compulsory educational resources in Kaifeng rural. In the fifth section, according to the current situation of economic development in Kaifeng rural, the author puts forward the realization of perfecting allocation to rural compulsory educational resources. In the sixth section, making a summary of the Kaifeng rural compulsory allocation of resources and vision for the future, and achieve optimal allocation of resources for the Kaifeng rural compulsory education as soon as possible.
