Class advisers play one of the most important role in the process of students'growth, as well as in the smooth development of various school work. As the managers, educators, and organizers, the overall quality of the class advisers restrict education quality. This study aims to discuss the problems existing in the construction of teacher teams and some improvement strategies,The research mainly adopts the method of questionnaire investigation, discussion. Firstly, The author gives out questionnaires, how to construct Tai Cang primary school class advisers, to the public elementary schools. Secondly, the questionnaire called class adviser team questionnaire are handed out to 234 class advisers in 10 public elementary schools. Thirdly, some of the symposiums are held among the leaders who are in charge of moral education. According to the deep analysis of basic situation of class advisers, training on employment, evaluation and treatment, exchange and cooperation, class management, research and study as well as realization of the professional value, the author finds some problems. First of all, we could not match the following, such as gender, age, profession and professional structure. In the second place, overloaded phenomena become more and more serious. Thirdly, class advisers lack the knowledge and ability to manage the work, partly because of the incomplete knowledge structure. Fourthly, current teachers show low acceptance in charge of their duty. Last but not least, schools lack the effectiveness of training teachers and encouragement.Faced with the current situation, the author puts forward four countermeasures and suggestions as follows, Make competitive selection mechanism perfect so that we can fully mobilize the enthusiasm of Class teachers;Strengthen the teacher training and effectively improve Class advisers'ability to work ;Improve the assessment and incentive mechanism to meet the emotional needs;Establish the policy guarantee mechanism to make sure of teachers' social status.
