In 1993,the Central Committee of the Communist Party of China and the State Council issued Chinese Education Reform and Development Compendium which put forward the implement of quality education.The national conference on education in 1995 encouraged schools to make an education reform which addressed the development of feature schools,therefore local governments aimed at creating characteristic schools.With the target for schools to “Encourage the school to make the characteristic and establish the level” released by the National Medium and Long-term Education Reform and Development Plan Outline(2010-2020)in July,2010,the education field facing a wave of reformation and the characteristic school construction once again becoming the core of school development.Through literature retrieval,it's found that there are some papers studying the characteristic primary school,but few study the construction of the class advisor.However,the class advisor is the core of the education,and plays an important role in students' growing up and education quality.The effectiveness of the class advisor is the key to achieve the goals of education and teaching quality for primary and secondary schools.Therefore,studying the present situation of the class advisor team construction in characteristic primary schools,and finding the problems are of significant theoretical and practical value.It is in such a background that this paper investigates the current situation of the class advisors' team construction in B primary school,and analyzes the existing problems.In order to prevent these problems happen in other specialist primary schools,this paper puts forward some improvement strategies.The paper is mainly divided into four parts:The first part is introduction,mainly introduces the research background,related concept definition,research purpose and significance,research ideas and methods,literature review and theoretical basis and the difficulty and innovation of this study.The second part is about the designation of the questionnaire and interview,the implement of the investigation and analysis of the results.Through the questionnaire to understand the basic situation,working condition of the class advisor and school management towards the team construction in the B primary school,also this part processes and analyzes the collected data.The third part is to summarize the existing problems and analyze the causes.The survey exposes some problems in the construction of the primary class advisor team: the gender imbalance,younger in age,deficiency of management experience,ineffectiveness of self-learning and improvement,heavy stress and fatigue.By analyzing,it's found that the main reasons are as follows: B primary school is greatly influenced by the outside world,lack of comprehensive or targeted training for head teachers,administrative and simplistic in the system of appointing a teacher to be the class advisor,and influenced by education policy.The fourth part is to suggest the corresponding improvement strategies upon the existing problems,ranging from the local educational administration,primary schools to class advisors.
