According to the strategic plan of Party'congress on"Giving priority to education ,building the human resource country", the State Council formulated theǎNational long-term education reform and development plan programǐin 2010.It put forward the education goals over the next decade,"the basic realization of educational modernization, the basic completion of a learning society, into the human resource power"."Strengthening the construction of Teachers"is the important task of development.Especially it is listed as the first safeguard measures to achieve its objectives. After the National Education Conference in 2010, the"national training program"was taken as the first major education project of our county.It aimed against the construction of rural primary and secondary school teachers. The central government took 5.5 million funding support for the project. This reflects the will of the state and the action of the government.The government from the system perspective to promote is the best efforts to promote the career development. Reform and development of rural education,teachers are the key. Strengthening the construction of rural teachers and improving the overall quality of rural teachers is an important guarantee for promoting the development of our education career and realizing the modernization of education .From the perspective of the development of the provincial area education,the thesis studies the existing problems of the construction of the rural teachers through investigating in Jilin Province. The thesis explores the causes of the problem from a system perspective and optimizes the system design of the construction of the rural teachers through reflecting on their system lacks.The thesis sorts out and studies the problem which is from the domestic and international rural teacher through the literature research. The thesis has a deep investigation of rural teachers in Jilin Province through questionnaire method, interview method and date analysis. The thesis is divided into four parts except for the introduction .The first part is the basic study of the theory . It lays the theoretical foundation for the system study of this full thesis. The second part is the analysis of the current problem of rural teachers.There are some problems ,such as the unreasonable structure of rural teacher ,insufficient resources of the teacher training,the relatively low quality of teachers ,the low level of teachers' salary . In the third part, the author analyses the causes of problems from the system perspective:the system of dualistic-social struction,the unsound training mechanism of teachers,the imperfect qualification system of teachers, the arduous teaching tasks,the factors of teachers themselves. The fourth part raises the reference proposals. They are based on the analysis of the problems and their causes, combining the theoretical research of education system and the actual situation of the construction of the rural teachers in Jilin Province.The suggestions improve the system design of the construction of our rural teachers,suchas:innovating the cultivating system of rural teachers ;improving the training mechanism of rural teachers; enforcing the professional access system of teachers strictly; reforming the attraction mechanism of rural teachers; improving the management system of rural teachers.
