The rapid development of information technology has brought a great deal of dramatic changes on our lifestyle and studying, so the information-based education is becoming more and more important as the information technology develops. With the growing information technology influence, some aspects in education including contents, methods and modes are undergoing a historical revolution in history of education .Challenges from information-based education and implementation of school reformation have requested more for contemporary teachers, specifically for teachers in primary school and middle school. Information knowledge is a critical component in a teacher's quality structure, and it could be used creatively in order to combine information technology with school subjects in effect. Therefore, enhancing Information technology skills could be an elementary requirement for a teacher who intends to improve his/her quality and hone his/her expertise.Quite a lot of in-depth searches and studies, related to teacher's qualities are currently underway by many professors in china and other countries. They proposed some effective strategies to enhance teacher's information technology background. This research is aiming to probe a strategy about how we should get a math teacher better in information technology quality when teaching at the primary school. In this dissertation, I elaborate something more about connotation and basics of information technology quality by reading up relevant documents, interviews and polls. In the meantime, with analyzing the current situation about the information technology quality for a primary school mathematics teacher as well as breaking sown the factors which might affect the situation, I work out a strategy which can help math teachers in primary school improve their information technology background. A few propositions in this article not only have some practical meaning but also can be helpful for searches and studies related to IT-based primary school teachers'professions. Hopefully this paper could get more attention from education institute as well as teachers.
