The fundamental way to promote the rural labors' employment competitiveness proves to enable them of vocational skills by increasing their human capital investment. For the minority areas where economic and educational development lags relatively behind, vocational education can train an ordinary labor into a skilled one in a relatively short time. Thus it is undoubtedly a necessary and effective way to develop regional economy, increase rural labor human capital and solve the employment problem.In recent yeas, the state council has put forward a series of acts. Such as The State Council's Reports on Developing and Reforming the Vocational Education and The Decision on Deepening Development and Accelerating National Education and so on. The national civil committee and educational department has printed and distributed a report The View Development of Minority and Vocational Education on Minority Areas. Recently, the civil committee of Guizhou Province and the Provincial Education Office has signed a document The Memorandum on Promoting Minority Education Enterprise. The document put forward explicitly on enlarging the input and supporting of education in minority areas in order to achieve balanced and scientific development of vocational education in minority areas and education on various administrative levels. These decisions and proposals have provided rare chances for the development of minority vocational education of Guizhou Province.This article conforms to the historical mission. From the vision of promoting the human capital investment and labors'transformation and employment in minority areas, thereby inquiring into this realistic discussion on vocational education and rural labors in minority areas.This text is divided into five parts:1. The first part:Introducing the meaningful methods of research and demarcation line of thoughts concepts theories and elaborating domestic and overseas current situation.2. The second part:Taking QianXinan as a case, analyzing the current situation of vocational education and the employment of rural labors in minority areas.3. The third part:Analyzing the interactive connection between secondary vocational education and employment of labors in minority areas.4. The forth part:analyzing the requirement of rural labors for vocational education in minority areas. 5. The fifth part:Putting forward the countermeasures on developing vocational education and promoting the employment of labors in minority areas.The characteristics of this research:First:The vision of research is novel and a national characteristic in minority areas is different. This research not only attempted to regard the minority autonomy state BuYi in Qian Xinan as a open and realistic frame, but also attempt to illustrate the intimate relation between employment and vocational education to make up the shortage of current research, the vision of theoretic research is novel.Second:The researching methods are more rigorous. This project connected the methods between theories and practice macroscopic and microcosmic, composition of a substance and components of a substance.Using the methods of economics sociology and so on as well as logical. Researching methods of deducting which seems more normal and rigorous.Third:There are certain accordant and practical meanings. This research was aimed at the practicai situations in minority areas especially in GuiZhou province. The analysis was more accordant with the reality and the way to deal with the situation has certain value on consulting.
