According to the goal of studying for the balanced development of compulsory education, the author made a comprehensive study for the past and present situation of balanced development on compulsory education at home and abroad. Based on this with Changsha as an example, who made an attribution analysis on non-equilibrium development both the urban and the rural compulsory education, and analysed the countermeasures for the balanced development both the urban and the rural compulsory education.The part of the introduction introduces the studying background, the studying significance and the study methods, and made a studying review, defines the related concepts of the balanced development of the compulsory education,which includes the compulsory education, the balanced development, the balanced development of compulsory education, the meaning of the balanced development of compulsory education; The second chapter introduced the current situation of unbalanced development both the urban and the rural compulsory education, which including the education development in Changsha city, and the situation of unbalanced development of compulsory education in Changsha city; The third chapter made an attribution analysis for the unbalanced development of the compulsory education both the urban and the rural, which including the deviation of education idea, the losing of education management system, the lacking of the legal guarantee of some limitations for public education expenditure, the imbalance of education resources distribution; The fourth chapter discusses the countermeasures of the compulsory education both the urban and the rural, which including the establishment of a mechanism of sharing resources within the region, concerning for the vulnerable groups and narrowing the intercollegiate and the differences between town and country, promoting the balanced distribution on teachers, limiting the scale expansion for the recruitment system reform, setting up the monitoring and evaluation system and improving the supervision function and mechanism of the guidance of public opinion.
