It is inevitable requirement for the rule of educational development to construct reasonable national curriculum, the local curriculum and the school-based curriculum. The Ministry of Education issued The Outline of Basic Education Curriculum Reform (For Trial Implementation) in June,2001. It sets when the school carry out the national and local curriculum, the society and economic development should be considered, combing the school's tradition and advantage with students'interest and requirement to develop or choose the best curriculum. Since then, the school-based curriculum has become an important part in the new basic education curriculum system. As a result, how to make an intensive study and create various characteristic curriculum becomes heated problems to be settled. Liu Yang is a marvelous place with rich resources and long history. There are so many outstanding people such as Hu Yaobang, Wang Zheng and lots of excellent leaders. The first martyr in the 1898 Reform Movement, Tan Sitong also comes from here. The pioneer Tang Caichang and Jiao Dafeng as well as dozens of great generals and tens of thousands of revolutionary martyrs are from this mountain city.For these reasons, the paper tries to be based on the history and culture of Liu Yang, using these unique resources to develop the school-based curriculum. Various methods will be used to make students understand their hometown better, grasp the spirit of the revolutionary predecessors and build students'strong will. It will inspire their affection for their hometown and emotions to construct it. Students will become great persons full of vitality, with healthy personality and lofty aspiration in the future. This paper will first discuss the understanding of developing the school-based curriculum and the present situations of it, state the necessity and feasibility of setting curriculum Research for Liu Yang Celebrities, and analyze the resources and conditions. Then the personal opinions will be stated on course setting, textbook compilation, teaching organization, evaluation of the implementation and some specific questions. In the conclusion part, combing with the actual situation in Liu Yang No.1 Middle School, some summaries and reflection of practical experience will be discussed.
