The State Council issued the "The Outline of National Long-term Educational Reform and Development "On July29,2011. The outline puts forward explicitly to speed up the process of educational information. Clearly, our country give a high degree of attention for it. The key of realizing educational information is to achieve the basic education namely primary and secondary school education. And the key of basic educational information largely depends on the teacher's educational technology. But there is not a specific standard for cultivating the ability of educational technology of normal students. At present, our country cultivate the normal student's ability of educational technology mainly through the public course of Modern Educational Technology especially experimental course. The relevant study shows that the main factors of restricting the ability of educational technology is the teaching quality of Modern educational technology experimental course. However, there is no evaluation for the Modern Education Technology experimental teaching quality, this topic precisely in order to solve this problem.Firstly, this article investigates the factors that affect the experimental teaching quality of "Modern educational technology". On this basis, we doing its data analysis and extraction. And then we design a pre-questionnaire combined with relevant literature and analysis the reliability and validity of the questionnaire. Finally, the final questionnaire is determined. Secondly, issuing the questionnaires across the country, collecting data and doing factor analysis. Again, according to the results of factor analysis to determine the two evaluation indexes and the corresponding weights. Lastly, taking the Central China Normal University for example to apply and analysis the evaluation index system. Practice has proved its feasibility.We hope that this research can play a practical role to a certain extent, and reaches to improve the quality of experimental course, and finally promoting the realization of basic educational information.This article includes six parts, details are as follows.(1)Introduction. This section mainly describes the significance, contents, ideas and methods of the research. (2) Relevant research base. This section introduces factor analysis, research base of experimental teaching evaluation and the process of questionnaire's design and implementation, including definition, model, steps of factor analysis, Likert scale, questionnaire's design and implementation.(3) Data processing based on factor analysis. This section makes factor analysis of survey data by using SPSS software and identify the influencing factors. Finally, we obtained the weights of evaluation of all levels based on the factor loadings.(4)Constructing Modern Educational Technology experimental teaching quality evaluation system. This section mainly name of the main factors based on the third part and calculate the weight of evaluation at all levels based on the factor loadings. And eventually constructing the evaluation system of teaching quality.(5)Application of the evaluation index system——taking the Central China Normal University for example. This section focuses on evaluating the Modern Educational technology experimental teaching quality of the Central Normal University by using the constructed evaluation index system.(6)Summary and out look. This section mainly review the process of the study, analysis the innovation and inadequacies of this paper, and finally proposing the further improving direction and work.
