A Study On The Evaluation Of Scientific And Technological Achievements In Universities

As an important source of China's technological innovation and scientific development, the performance and performance evaluation of scientific and technological achievements is very important. To evaluate its performance can both compare the performance of the scientific and technological achievements between universities and improve the efficiency of the scientific research of the researchers. At present, China has not established a perfect performance evaluation system to evaluate the inputs, outputs, transformation benefit, efficiency, industrialization of scientific and technological achievements.The research adopts the methods of documentation method, comparative method to systematically analyze the problems of performance evaluation of the scientific and technological achievements in universities. The problems are mainly about that the evaluation criteria are not uniform, the purpose of the evaluation is not clear and the evaluation results are not accurate. Reasons for these problems are that lack comprehensive evaluation index system which is suitable for different scientific and technological achievements, difficult to capture the core content and data of the evaluation results, have not yet established a comprehensive evaluation oversight mechanisms, lack effective incentive mechanism evaluation of scientific and technological achievements, have no uniform requirements in the main body of evaluation. This article takes scientific and technological achievements as object of study and designs a more perfect evaluation index system of performance evaluation after the systematic study of the indicators on the basis of common features of scientific and technological achievements.Performance evaluation of scientific and technological achievements is the comparison and value judgment of manpower, material, financial resources, scientific research and talent output efficiency. This article analyzes the architecture of index system and the implementation of performance evaluation, designs four types of evaluation index:efficiency, process, effect and effectiveness evaluation, and evaluates the scientific and technological achievements in universities from scientific research input, process, output and efficiency respectively. Use performance evaluation which is throughout the whole research process to compare the performance of the scientific and technological achievements, and protect the performance evaluation by the ways of establishing independent evaluation intermediary institutions, introducing market competition mechanism to the performance evaluation institutions, establishing open and transparent evaluation and oversight mechanisms, and improving the incentive mechanism of performance evaluation.
