"Dual-qualification"teaching staffs refer to those teachers or engineers who possess necessary knowledge, ability and attitude. They are the most important human resources in vocational college. The construction of"dual-qualification"teaching staff is vital for the development of vocational colleges. It is also a great demand of the development of all the teachers and makes vocational colleges improve the whole qualities of human resources. In order to reinforce construction of vocational colleges, cultivate qualified personnel and promote social development, it is significant to construct"dual-qualification"teaching staff.Since National Conference on Vocational College Staff put forward the construction of"dual-qualification"teaching staff in 1997, the construction of vocational college staff has been concerned by vocational colleges and all levels of education administration departments. In particular, vocational colleges take measures and provide corresponding conditions to stimulate teachers to be"dual-qualification"teaching staffs. Vocational college staffs have improved a lot since the very beginning of reinforcement of vocational education. The quantity of stuff basically meets the needs of vocational education. The faculty's quality, teaching and scientific research level are being enhanced and improved increasingly. Academic leaders and key teachers gradually formed. The structure of faculty is improving and the construction of part-time teachers has made progress. However, there are some problems at present, such as unreasonable structure of major, age, duty and the proportion of full-time and part-time faculty, which can't meet the needs of reform and development in the 21st century. The quantity and quality of specialized courses and practice guidance couldn't keep abreast with the development of vocational college. Young teachers lack professional experience, necessary professional skills and teaching theories. The construction of"dual-qualification"teaching staff is short of money and policies.In oder to launch characteristic vocational education, it's necessary to analyse research achievements on construction of"dual-qualification"teaching staffs systematically, further investigate the connotation of"dual-qualification"teaching staff, explore approaches of construction of"dual-qualification"teaching staff, perfect the qualities that"dual-qualification"teaching staff and establish a system of"dual-qualification"teaching staff's evaluation, promotion, invitation and motivation. In order to reach the goal, by a survey on teaching staffs from more than ten representative vocational colleges in Sichuan area, the paper analyses problems and reasons of the construction of"dual-qualification"teaching staff and puts forwards some suggestions.
