Country's economic strength and social progress depend on the professional talents. Cultivating the talents is closely related to vocational education. The progress of scientific and technological promotes the development of vocational education. What is the key to the development of Vocational Education? Improving the quality of vocational education is the key. If you want to improve the quality of Vocational Education, you should improve the quality of the teacher. So, cultivating talent teachers is the most important thing for the development of Vocational Education. This research studies the progress, actuality, reasons of the Pre-service of American Secondary Vocational Teachers, compares with the situation of our country. We will get some enlightenment. The enlightenment could promote the development of pre-service of Chinese Secondary Vocational Teachers.This paper consists of four parts. The first part is the introductory theory. Questions are raised through studying the introductory theory. Literature is settled, the concept which are used in the paper is defined. Then methods of the research are recommended. The second part recommends the development of pre-service of American Vocational Teacher. In the third part the paper analyses the channel, qualification, course offered of the pre-service of American Secondary Vocational Teachers. The fourth part analyses the reasons of the situation. They are the development of the society and culture, vocational education, Teacher Professionalization. The last part is the enlightenment.
