Teaching quality is seen as the centre of Educational quality. In China, many of our educational government organizations, research institutes and our secondary vocational school pay more attention to "The Research of Quality Management on Secondary Vocational Education", and learn more successful experiences on educational theory and practice from inside and outside. Both "Competency-Based Education" and "Total Quality Management" are given highly thanks as management theories, which are based on training students.As the further steps of educational reform are taken, it is successful for many of educational theories and business management theories to be introduced into quality management on secondary vocational education. However, in fact, most people pay more attention to studying specific problems, statistic problems, single-level problems and pay less attention to solving interaction and interrelation on management, dynamic ones and multidimensional management.By using documentary evidences, the paper obtains some management and quality theories from inside and outside, finds out the relative study achievements about modern educational problems and gets some ways to solve the problem by using positive methods. In the meantime, the paper puts forward the conception on '"multidimensional quality and management" and sets up the system on "multidimensional quality and management" by analyzing the objects and factors about quality management on secondary vocational education .This system , which has the features like total-management, full-procedure supervision, dynamic-feedback and total-participation, provides the different ideas and new methods to make sure the high-quality students to have definite improvement in the future.
