With the "new eight policies" coming on stage, we can see the force of macro-control of real estate is increasing continuously, so that competition is becoming increasingly fierce in such environment of real estate industry and how to become stronger is a problem which every real estate enterprise have to face. In age of knowledge and economy, the enterprise competition is actually between the talents. Improving the level of management and changing the enterprise human resources into the management core are the pursuits by more and more enterprises. Many domestic enterprises attempt to improve performance through drawing lessons from international excellent enterprise management experiences and advanced management methods, but how to establish the effective performance management system according to enterprise's specific conditions needs to research by each enterprise.This paper takes a private real estate enterprise LT for example and it adopts field survey, questionnaires and others to obtain the related materials. According to study the existing performance status of enterprise management, the writer finds a series of problems such as the disjunction between the group strategy and performance management, invalid setting of performance index, regarding the performance appraisal as the performance management by mistake and so on. Therefore, it is necessary to further improve the performance management system. Based on the study of performance management theory and the practice of related material, the writer tries the balanced scorecard to solve the enterprise existing problems in performance management. After making clear of the enterprise's vision and mission,the writer break enterprise strategic target layers down into employee level by strategic map and make a link between the staffs personal behavior and enterprise strategic and let employees participate in the whole process of performance management in order to improve their working enthusiasm and the whole performance of the organization.Firstly, this paper expounds the related theory about the performance, performance management and performance management system which provide theory basis for the research of LT group performance management. Then the writer illustrates the main content, the history and present application situation of the Balanced Scorecard. After that the writer analyzes the performance management's present situation and the existing problems of LT, and proposes the necessity of using the balanced scorecard to solve problems. The fourth part is the main body part of the whole thesis, the author uses the Balanced Scorecard to establish multi-dimensional performance evaluation indicator system in enterprise's company layer, department layer and employee layer, and uses AHP to entrust with the importance of the evaluation indexes. The paper finally puts forward the implementation plan of performance management system. Then the author designs the performance management implementation and safeguard measures for support in order to ensure the smooth implementation. Based on the theory of the balanced scorecard to establish a set of performance management system and implementing scheme, the paper provide certain reference value in performance management practices for LT.
