Since the late 1990s, Teece etal introduced dynamic capabilities theory, which has been well recognized by theorists and managers. In the increasingly intense market competition, the dynamic competencies promotion has become the focal point of corporate managers. However, with rapid development of knowledge economy, the environment in which enterprises face is becoming more and more dynamic and complex, traditional resources have been unable to enable enterprises to gain and maintain sustainable competitive advantage. In the context of this reality, core human resource of modern enterprises as an important impetus power that promote corporate dynamic capabilities, which is of strategic significance to the sustainable development of enterprises. Therefore, this paper takes core human resource as the research target, concentrates on exploring the formation mechanism of dynamic capabilities, which can provide theoretical guidance for practices of corporate managers.Firstly, this paper states the intersection between strategic human resource management and dynamic capabilities theories further by combining the domestic and foreign related theories about human resource and dynamic capabilities, which is based on the resource-based view and dynamic capabilities view, in order to make up the insufficiency in theoretical research. This paper emphases the relation between core human resource and corporate dynamic capabilities based on the analysis of their respective connotation and characteristic, namely the comparison analysis of core human resource and corporate dynamic capabilities; the foundation of corporate dynamic capabilities is core human resource; corporate dynamic capabilities can become the precursor of effective management of core human resource.Secondly, this paper starts from core human resource of enterprises, explores impact on formation process of corporate dynamic capabilities, and improves management of human resource flexibility. To research formation origin of dynamic capabilities further, this paper constructs a theoretical model of formation mechanism of corporate dynamic capabilities based on core human resource. This model is composed of core human resource, core human resource management and core elements of dynamic capabilities, explores formation mechanism of corporate dynamic capabilities. At the same time, this paper combines the theoretical framework of value chain to explain how enterprises implement core human resource management countermeasures which promote formation of corporate dynamic capabilities.In order to improve the guiding role of theory, this paper embarks from core human resource practices perspective of enterprises in reality, concentrates on analyzing the cultivation practices of dynamic capabilities about Hunan No3 Construction and Engineering Co., Ltd, which is helpful to enhance persuasiveness of this paper research.
