As the another kind of main form boosting regional economies developing, supply chain management is regarded highly gradually, undergo numerous scholar's research, they discovered that the industrial clusters and supply chain have Symbiosis, if the two union will be combined, it will become a new form that maximum promotes regional economies, and, therefore, gave birth to this cluster supply chain network.In recent years, due to various advantages the Inner Mongolian dairy products profession development was more rapid, has gradually formed a industry cluster leaded by Mengniu, Yili Group, while, the two companies are also implementing supply chain management. However, there still are many malpractices in its fast development's behind which aspect the development of dairy industry in Inner Mongolia. In this case, it is especially important that building one kind of new pattern to suitable for rapid and healthy development of Inner Mongolia dairy in the current.Based on the above, this paper firstly outlines the concepts and theories about cluster, supply chain, cluster supply chain. Then, the necessity and the position of establishing cluster supply chain in the Inner Mongolian dairy products are proved based on the qualitative and quantitative analysis of the current dairy industry. Then, proposes the reorganization ideas to create the cluster supply chain, and under this guidance, two works have to be done,the first is creating a suitable basis for the development of the cluster supply chain, because it is a network of horizontal single link in the supply chain business co-operation and all the vertical of the mutual cooperation among the supply chain competition, therefore to construct cluster supply chain must have a common basis for the development in these two areas, namely must raise the core competitiveness of enterprises and the inter-chain coordination mechanism; the second one is anglicizing the driving factors and the constituent of the cluster supply chain, the mainly factors which promote the development of cluster supply chain are the market, the technology, the information and the physical distribution, while, the element of production is also the major component of it, then based on this, the methods of building Inner Mongolian dairy products colony type is proposed. Moreover, as a result of the uncertainty of internal and external environments, the information sharing degree becomes the important attribute, which influence the colony type supply chain develops, therefore, it's necessary to build an information platform to adapt to the development of the Inner Mongolian dairy products colony type supply chain.
