Poverty is an outcome of more than economic processes. It is an outcome of economic, social, and political processes that interact with and reinforce each other. In particular, it's the outcome of responsibility and responsible attitude of the government. The role of public policy is critical to the solution of poverty problem. In the paper, I'll study poverty management of China as a vivid process of policy development and evaluate the performance of the poverty management policy implementation. It's significance is that we can summary the experience and find the defect of past policy, and at the same time we can indicate the direction of future poverty reduction in rural China. Poverty alleviation in China made great achievements but also accumulated a large number of worthy experience. However, poverty problem in China is still grim, there are still some issues that hinder the conduct of poverty alleviation work in the government, but also reduced the poverty-reduction performance. So, to sort out the implementation of the government's rural poverty reduction policies and evaluate the performance of these policies, summing up experience in poverty alleviation is conducive to the promotion and poverty reduction experiences in depth, and the analysis of poverty alleviation is helpful to identify and solve the problems from the perspective of pro-poor policies for the future development and implementation of ideas.Besides the outside condition such as history, environment, resources, the factors that affect and restricting the development of poor intrinsic quality is also a very important aspect, even more fundamental aspects. The reason why it's difficult to the poor to get rid of poverty for long-term is the lack of self-development potential, which is the result of long-term historical tendency and national policy development. Therefore, the poor will increasingly lag behind the pace of development of the era without the intervention, adjustment and guidance of government policies. The government could guide the economic, technological exchanges and cooperation between the developed regions and less developed regions through the relevant policies, make rational allocation of resources such as capital, talent, technology, information and other resources to expand poverty-stricken areas for development, but also conducive to the developed regions, which can be win-win results. In addition, to increase the input of science and technology, education, and strengthen human resource development in poor areas to improve the quality of workers, has been proved an effective way to develop poor areas.This article is divided into four parts. First of all, it describes the background and significance, the status of the research in this field at home and abroad, and the contents and methods of this study. Second, explanatory note on the basic theory such as poverty, government performance and policy evaluation. In the third part, sort out the performance in different periods of China's rural poverty reduction policies and their implementation. Last part, recommendations for future policies on the basis of the total evaluation of the poverty reduction policies of each period.
