With the competition accelerating, to improve the skill of program management has become a necessary development trend of enterprise. At the same time, for the degree of information management continues to deepen, following is its optimization and upgrade on management. Effective engineering project management is an important means to enhance efficiency. In this thesis, Harbin Mobile Communications GSM expansion transmission accession project during the "Eleventh Fifth" period of China Mobile Communication Heilongjiang Branch is put forward as the case, by the analysis of this case, we come up with the deficiencies in project management of Heilongjiang Mobile Communications Corporation. It is urgent to improve every aspect during the process of the construction of information technology. With the use of related knowledge, theories, methods and tools in the area of project management, this thesis research, analyze and improve the project management in Heilongjiang Mobile Communications Corporation. At last, this thesis point out that combined with full life cycle theory and CPMIS integration, the project management will be more improved, and the project management of Heilongjiang Mobile Communications Corporation will be more clear, unified, complete, and efficient, and the scientific and modernization of the project will be realized.The thesis can be divided into two parts, the first part describe the basic situation, implementation process and results of Harbin Mobile Communications GSM expansion transmission accession project during the "Eleventh Fifth" period of China Mobile Communication Heilongjiang Branch. The second part is case study. First of all, we analyzed the phenomenon appeared in this project, and pointed out the problems existed in the following four parts:management communication, management processes, materials management and cost control. With the combination of Heilongjiang Mobile Communications Corporation's own situation, this paper analyzed the causes of the problems. Finally, with the combination of full life cycle and CPMIS integration theory, this paper come up with a number of improvement measures for Heilongjiang Mobile Communications Corporation.
