A Study On Organizational Management Environment Construction Of Project Driving Enterprises

With the trend of customer demand oriented development of the market, deduction of product development and produce period, as well as the acceleration of technology creation, the external environment of the corporations is becoming more complicated and dynamic, which leads to the break of the time and space limitation of produce operation. Especially for the traditional operation oriented corporations, the coordination and professionalism, in the form of alliance of technology, outsourcing of the business operation and produce through the website, among different corporations is more significant, so as the project driving of the produce operation. All these make it a critical factor to restructure the project driving organization management environment in the corporations in order to adapt them with the situation.This paper reviewed the literature of organization theory and research, conceptualized the project driving corporations and summarized four main factors, which were the strategy, creation, structure and operation, of the organization management environment. In addition, this paper built a module of organization management environment. Meanwhile, the research also utilized the multiple cases comparing method to select seven representative cases from different industries, and analyzed the major conflict of organization development process and results in the mature industries in China. Also this paper had identified the critical characters of the project driving corporations in the dimension of four main factors of the organization. Concluded from the case study, the paper found that there were four dimensions positively related to the project management performance, they were:the level of market orientation and exterior cooperation modes of the organization strategy; creation flexibility and knowledge management system of the organization creation; corporation management boundary, PMO efficiency and PM authorization of the organization structure; corporation plan system and resource allocation efficient of the organization operation. Other than the representative case study, this paper also did an empirical research, which was a questionnaire research covered different levels of the management in 51 industries, including construction, culture service, consultant and technology etc., and testified the hypothesis.Finally, on the basis of the study on complex system characteristics, the authors present the principles of organizational management environment construction for the enterprises driven by project. And finally, propose the methods for establishing opening and dynamic strategy system, active structure and decentralized system, comprehensive planning and controlling system, two-dimensional separated performance management system. And aid to the adjustment and reconstruction on organizational management environment.
