Staff training and development is an important work in the management of modern human resources, to some extent, without this basic work, there is no real modern human resource management. With the more obvious characteristics of the knowledge economy and the deepening of economic globalization, competition among enterprises is from the traditional resources, such as capital, equipment, technology to human resources. Enterprises with high-quality personnel, it means that the core with the most competitive resources. A business is only to establish an effective mechanism for training and improve training evaluation system, staff training and development work can be truly effective, and the power of modern human resource management can be truly reflected. To be able to give full play the positive role of training for businesses, enterprises must firmly establish the concept of modern training, while also training for the implementation of scientific management and aggressive innovation.This paper is from the point that how scientific management on the training of staff, according to the basic theory of modern staff training, from the status of China, Lanzhou Petrochemical Company, Petrol China Company Limited (hereinafter referred to as Lanzhou Petrochemical Company) staff training management, for now Lanzhou Petrochemical Company staff training in the training process there is low efficiency, training effectiveness evaluation methods are simple, follow-up services is difficult, some of the staff operating capacity are weaknesses, security awareness and emergency response capabilities exist short board, there is lack of sense of responsibility, etc. With staff training actual problem, mainly by the literature survey, sampling methods, questionnaires, interviews and statistical methods and other research methods. Through the integrated use of these research methods we can find the Lanzhou Petrochemical Company employees' training problems, come up with reasonable measures to improve staff training to help Lanzhou Petrochemical Company out of its existing staff training difficulties. At the same time, reveal the type of training in common employees, to explore ways to resolve issues related to research and improve the efficiency and level of staff training to provide a strong guarantee.
