The staff's training of enterprise is one important part of the human resource development and management, one crucial role played by the human resource department, one important method of manpower investment, and one important approach to improve the performance of the company. By means of the staff's training, enterprise staffs knowledge, technical ability and work attitude are upgraded, which in return prepare enough human resource the strategic development and is transformed into one advantage of the company in the competition. However, how to evaluate the effect of the training and how to calculate the cost and gain of manpower investment have been an important question which not solved in human resource development. Practice improves that, scientific evaluation of training effect play one crucial role to illustrate the importance of training in the development of the company.The paper studies domestic and international theories of training evaluation, including, Kirkpatrick model, Kaufman model, Hamblin model, CIRO model, CIPP model, Philips' Five-Level ROI model and the Soft-Hard comprehensive index evaluation model and analyze the advantage and disadvantage of each model, which lays a the foundation for the essay. The paper analyzes the present condition of Lanzhou Petrochemical company staff's training and training effect evaluation, and designs the training effect evaluation process for Lanzhou Petrochemical Company composed of evaluation decision, establishment of evaluation procedure , collecting evaluation information ,sorting and analyzing of evaluation data, writing evaluation report, putting forwards improvement measures according to Kirkpatrick model; This process sets up specific evaluation index and methods aimed at reaction levels, learning levels, behavior levels and result levels. The paper takes the training of professional technical personnel in 2007 as research object, adopts the case analytical research method, evaluate the training effect from reaction levels, learning levels, behavior levels and result levels, and verifies applicability of Lanzhou Petrochemical Company staff's training effect evaluation model. On this foundation, this essay analyses the problems existing in the staff's training effect evaluation of Lanzhou petrochemical company, and put forward the improvement Countermeasures.Based on the training effect evaluation in staff's training of Lanzhou Petrochemical Company, the paper utilizes the theories of training evaluation, the evaluation process, evaluation index system and evaluation methods has carried on the design. This tailored to the operational realities more useful solution, which perfect Lanzhou Petrochemical Company training evaluation system to guide evaluation of the effectiveness of training practice with a reference.
