In the nineteen eighties, organizational culture research rose in the United States, and quickly went into many countries in the world. In this tide spread, organizational culture theory was introduced into China, and received the extensive attention from the theory and enterprises, China began to study the foreign theory and practice and searched the way of organization culture construction based on domestic enterprise. After 20 years of research and practice, although our country organization culture theory research has made good progress, in practice has made many results, such as the theory of "shock fish" onto international forum, while in China enterprise culture construction in most organization has not play in the ideal effect, achieved the desired effect. However, to some extent, it caused a lot of the serious resources waste, such as material and human resources, so that many disadvantages appeared in China organization restructuring process.Organizational culture construction went into trouble, and the problem is multifaceted. Based on the current domestic and international situation of the organizational culture, through research theory and combined with the practical experience of literature, this paper reveals the existing problems in the construction of organizational culture, such as the appearance of melt, the stylistic melt, the ideological and political work, interest obedience deviation from base, lack of innovation, and so on, and comprehensively summarizes the existing problems in the construction of the organizational culture. Deepening its reasons based on the problems, this paper reveals the key factors to the internal and external factors of organizational culture. Multiple factors have led to the present organization culture construction deviation, these factors includes the deviating of organizational culture from the cultural connotation to operation rules, retaining predecessors way, departing from the reality of social market economy system and external environment, disharmony with the development and without realizing "people-oriented". We need correct the deviations in organization culture fundamentally. First we should grasp the connotation, change our thinking mode and cognitive perspective, we should put determining values on priority, change the inherent patterns, precognitive organizational culture characteristics. Second, coordinating the profit structure and two-way choice under market mechanism rationally, establishing a modernized loyalty culture—'Clock type'spirit. Third, establishing adaptive culture through using external environment resource advantage. Forth, Constructing human-oriented management culture, building a relaxed and harmonious atmosphere. It needs multi-lateral joint effort. Finally, establishing corresponding culture department cultivate innovative organization culture.The formation of organization culture is a long process, and establishing and correcting its problems and deviation also need to pay through hard work。Therefore, this practical significance of the research lies in from the angle of realistic foundation of culture and organizational culture, to make further analysis for the reasons of the Chinese organization predicament reforming, to break the bottleneck and provide thinking and suggestions. So reconstructing organizational culture systems would solve the problems, which Chinese organizations encountered on the road of socialist market economy, overcome construction deviation, and provide way choices for the organization to found healthy tissue culture.
