Relevant experience shows that the development of regional economy can effectively drive the development of national economy, such as the development of silicon valley region and the development of zhongguancun area in China.This phenomenon is becoming a global focus. Therefore, regional economy research is of great significance to our country and even the world economic development.In today's fierce international and domestic's competition background, the regional competitiveness of building and sustainable development mainly rely on the regional innovative ability.Meanwhile,the regional innovative capacity mainly rely on the regional innovation system of sound and efficient.Only the regional innovation system develop with regional economies can play its function,or the regional innovation system can only stay in theoretical. The region leadership industry groups are the representatives of regional economic development,and they play a leading and pushing role in regional economic development,but the region leadership industry groups need the regional innovation system's innovative support, therefore, they are mutual requirements and dependment, and it is the reason why this paper research the coordinated development of regional innovation system and region leadership industry groupsThis paper first explains the related theory of the regional innovation system and region leadership industry groups, and analyzes the relationship between them. Then from the two levels of function elements and structure elements to study their interaction mechanism, and on this basis, to research their collaborative mechanism. Based on the above, after theoretical study, the paper constructs the fuzzy integral evaluation model of collaborative performance to study their collaborative performance. Finally,from the two facets of macro and micro to put forward countermeasures to promote their coordinated development.
