Analysis On Achievements Evaluation System Of Xian Aerospace Incubator

Technology incubator plays a very important role in driving hi-Tech industries and incubating small and medium enterprises, as well as stimulating local economy and creating economic growth point, the time could be dated back to early 20th century. And Xi'an Aerospace Incubator, which established in early 21st century, should develop even faster and more sustainable due to the learning from the past.Being as one of the Science and Technology cities in China, the incubator plays a critical role in the process of integrating the science and technology resources. After a through (?)nalysis on the construction and development of the Xian Aerospace International Incubator which raised existed issues need to be solved that showing the negative direction like real-estate owner and bureaucracy. I believe that the main factor effect the function of a incubator has always being a effective incubator judging and evaluation system.The operator and decision maker would often face the problem like how to improve the management of a incubator and how to position and regulate the rules. And building a incubator evaluation system could be a break-through solving those problems and could also be as important reference for the sustainable development of incubator. This paper will try to identify and confirm the final effective factors and build up a model with the methodology of Analytic Hierarchy Process (AHP) and other reasonable method to direct the administration of a successful incubator.
