| Since the 1980s, as China's urbanization process's accelerating, the infrastructure to support urbanization is expanding. Obviously, the need of increasing capital investment cannot rely on the government's limited revenue. Therefore, the measures including absorbing social capital and introducing marketing competition are helpful for reducing project's cost and improving operation efficiency. City municipal construction such as the mode of BOT,BT,TOT have already been introduced in the construction of municipal projects.BT financing mode is a operation mode of infrastructure privatization who evolved from the BOT financing mode. Firstly, this paper describes the concept, basic characters, process of operation, specific operation mode of BT financing mode. This dissertation used principles of technology economics, finance, industrial organization, management, engineering to discuss and conclude the risk assessment and management of BT project in city multiple projects.This dissertation focuses on describing and analyzing the risk of BT project investors in project financing stage, construction stage and buy-back phase such as the interest rate risk, the risk of cost overruns and the government credit risks, and also provided the analysis on the method of associated risk assessment, which made reasonable suggestions on how to effectively reduce and avoid risk.There are five chapters in the dissertation. The first chapter is introduction, it talks about the background and significance of risk control in BT project of municipal Engineering and the current study at home and abroad; The second chapter is the basic content of BT model, it include the concept and the reason for creating BT model and the operation process of BT mode and the common financing pattern of BT project and practical examples of BT model in our country; The third chapter is the risk analysis of BT project, it talks about the risk of different stages in BT project and the risk analysis of investor in BT project and The risk assessment of investor in BT project and the risk assessment in BT Project of Municipal Engineering in a Certain City; The forth chapter is the risk control in BT Project of Municipal Engineering; The fifth chapter is the conclusion about BT Project of Municipal Engineering. |
