Environment serves as the carrier of human survival and economic development. Environmental quality is referred to as an essential attribute of objective existence of the environmental system, which measures the fitness between the environment or some constituents and human survival, social&economic development within certain spatio-temporal ranges. With the ever-increasing rate of global industriliazation and urbanization, enviromental problems, such as consumption of resources, emission of three wastes, ecological degradation, etc., have severely hindered the sustainable development of the human society.Industrial structure plays an important role in linking economic activities and environment and it determines the consuming methods of resources as well as emission level of pollutants in the economic system, thus making effects on the environmental quality. When the environment’s self-purifying capacity decreases and the limitation of pollution abatement increases, people will combine adjustment of industrial structure with improvement of environmental quality. In the17th CPC National Congress, a report concerning the scientific outlook on development clearly indicates the necessity to build up a energy-saving and environment-friendly industrial structure. As a result, it is significant to explore the relationship between evolvement of industrial structure and environmental quality.The subject investigated in this paper is Guangzhou, also entitled "Garden City". First of all, this thesis analyzes the interaction between industrial structure and environmental quality on the basis of the existing theories and related literatures, which lays a theoretical basis for the forthcoming research. In the second place, the evolvement of Guangzhou’s industrial structure and environmental quality are elucidated in three phrases, which offers a realistic basis for the research. Afterwards, it quantitatively studies the interrelation between the internal structure of tertiary industries and environmental pollutants, based on the methods of Cononical Correlation Analysis and Grey Relationship Analysis. In addition, the long-term interaction of industrial structure and environmental quality is also researched in a dynamic way. In the end, corresponding suggestions are provided according to the findings elicited from the research.Through the empirical study, the environmental effect on the evolvement of industrial structure is found prominent, with the second industry the most evident. Inside industry, the association between light industry and emission of pollutants is stronger than that of heavy industry. Likewise, the relevancy between the output of small-scale enterprieses and emission of pollutants is larger than that of large and medium-size enterprises. Among the seven leading industries, the petrochemical industry ranks the first. The dynamic quantitative analysis shows that a long-term balance exists between industrial structure and environmental quality. The industrial structure is the key factor to the environmental quality and its upgrading will help improve the environmental quality. Therefore, the basic way to ameliorate the environmental quality in Guangzhou is to convert the mode of economic growth and to accelerate the adjustment of industrial structure.
