Study On Countermeasures Of Road Over-limited And Over-load Transportation

The transportation of over-limited and over-load on highway is one of the difficultproblems in our country. With this illegal behavior increasingly prominent and the harm evenmore serious, the traffic administrative department adopts economic, administrative,legislative and technical measures to suppress this phenomenon, which effectively promotedthe resolve of this problem. But the present means rarely concentrated on systemativeunderstanding of the formation mechanism and the coordinate of different measures. Thiscaused the result of high cost and low efficiency. So the paper chose this field as a cut-inpoint and took a deep research on the reasons of over-limited and over-load transportation.Then, it raised a new pattern to solve this problem based on the evaluation of existingcountermeasures. This new pattern focused on perfecting existing means and integratingexisting resources to establish linkage mechanism.Firstly, this paper clarified the meaning of over-limited and over-load transportation, andpointed out the harm of this problem. This illegal activity caused serious damages toinfrastructure, traffic safety and market order. This problem is directly bound up with thespecific economic and social stage, the mechanism of transport market operation, transportmanagement system and operational mechanism. So, solving this problem needs systematiccognition of the formation mechanism. The paper made an objective evaluation of existingcountermeasures, including the mode of weight-caculating, administrative enforcement andcentralized management etc, and then summarized the successful experience of developedcountries. At last, the paper put forward to effective proposals to suppress over-limited andover-load transportation. The countermeasures comprised perfecting the mode ofweight-caculating, fortify law-enforcing authority, establishing linkage mechanism andinnovating technology.
