Based On The Game Theory To Deconstruct The Contradiction Of Historical Block Protection And Tourism Development

With the development of tourism, the protection of Historic Districts cost much academic attention at home and abroad. In the transformation practice of tourism, most of the historic districts got environmental and landscape achievements, the cultural relics also got effective protection. However, due to different stakeholders and complex relationship between them, some sharp contradictions happened during the process of protection and development, such as:problems of Street Demolition happened early in the tourism development, the struggle of main management rights between different stakeholders, divert ideas of the ancient architectural form protection and improve the living conditions of residents, fund vacancy question of the block cultural relics preservation, the dilemma of benefits distribution, etc. These issues are affecting the sustainable development of district tourism and been more concerned by people inside and outside the industry.Game Theory mainly discusses the main subjects’rational strategy and the corresponding outcome when their interests under mutual restrain. The interests of members of the cooperative interaction, mutual restraint situation during the development process of Historic Districts fit the game theory. The introduction of game theory to the protection and development of these blocks will bring more clear and complete analysis of the various stakeholders conflicts and cooperation, is benefit to deepen the subjects in tourism cooperation in the rational behavior and its corresponding outcome.Paper based on game theory framework, research from the rational economic hypotheses which suppose rational people pursue the maximization of their own interests, combined with qualitative analysis and quantitative analysis, discuss the application of game theory to historic district protection and tourism development, tell the mutual interaction of historic district protection and tourism development, analyze the game phenomenon during the tourism development of historic district. Catch the root causes of conflicts, and reveal the deep economic reasons of all relevant stakeholders’noncooperation. Then combined with the success of Yangzhou double-East Historic District development, build a win-win game mode for the development and protection of Historic Districts. So can improve the system to form a binding mechanism for unreasonable conduct, then make the related subjects in the process of development and protection have common code of conduct. Implementation of incentive measures to make the relevant subject from conflict to harmony and cooperation, from the pursuit of individual rationality, the pursuit of individual utility maximization to collective rationality and collective interests to maximize the Pareto equilibrium during the protection and development of historic districts.Protection and Tourism Development of Historic Districts is a dynamic, progressive and systematic development process, which requires researchers reject the protect idea which only based on physical cultural heritage, then construct comprehensive analysis of all the contradictions during this process, and propose resolutions.
