Peripheral area, the neighboring regions adjacent to China geographical space, isthe main battlefield to safeguard China’s national security, sovereignty independenceand territorial integrity, and also the main place to display its international impact. Asecure peripheral area concerns national security and stability, healthy economic andpolitical development, and its impact on international issues. China’s successivegovernments attach great importance to develop good-neighborly and friendlyrelations with neighboring countries, and take peripheral diplomacy as the focus ofour foreign policy. Since the reform and opening up, China’s peripheral diplomacyhas achieved remarkable results, and the surrounding security situation hasexperienced fundamental changes. So far, our country has established or restoreddiplomatic relations with all surrounding countries, signed border treaty with the vastmajority of in-land neighbors, properly solved historical boundary issues, developedstable relationship with the United States, Russia, Japan, India and other countries,and deepened regional economic cooperation and regional integration. Peripheralsecurity has improved significantly. However, currently many factors of instabilityand uncertainty still exist, negative changes concerning surrounding security appears.The United States Strategic eastward move, Japan in strategic level and diaoyu islandwith a strong line against our country, sophisticated Korean peninsula situation,complex situation of the South China Sea issue and other factors impose great threatto China’s peaceful development. We should take effective measures to activelyrespond, and build good peripheral security environment for China’s peacefuldevelopment.
