Since reform and opening up, the system for selecting and appointing cadres in China has made remarkable achievements. As one of the most outstanding results, the system of open selection of leading cadres, after more than two decades of innovation and development, is gradually growing into the major institutionalization in China. In this context, there are practical significance and application value in deeply research into the institutionalization of open selection of leading cadre in the County of Changsha.This article introduces the open selection of leading cadres in our country ,as well as the status and the role of the system , points out that the system of open selection of leading cadres is the the inheritance and development of the civil service selection system in ancient China and the West. This will become the goals and directions of the cadre and personnel system reform . Then this article analyses the development of the Open Selection of Leading Cadres in Changsha County, thinks about the drawbacks that exist in the work, explores the reasons, makes suggestions and directions in construction in open selection of leading cadres. By doing so,this research may promote and give some inspirations in the institutionalization of open selection of leading cadres in Changsha County.
