The Urban Community Endowment Development Countermeasure Research

Along with the accelerating tendency of population aging in China, the supportingproblem is becoming more and more concerned by society. As an organic combinationof the family and the social old-age pension,community endowment has effectivelymade up for the deficiencies of the latter two, and complies with the objective needs ofaging population, also it is a better service style to meet the needs of older people, andmore suitable for China s national conditions. This paper starts from the background ofthe aging of the population, defines the concepts of community and communityendowment, and introduces the related theories of community endowment. Afteranalyzing the present situation and existence questions of our country s citycommunity endowment, this paper studies the existing policy of city endowment andthe practice of pilot city, and sums up the experiences and deficiencies of pilot cities,meanwhile, it analyses and draws lessons from the experience of Britain and Japan.Finally, this article puts forward to the opinions and suggestions of consummating thecity community endowment countermeasure of our country from the aspects of policy,capital channel, service personnel, service and so on. The paper also summarizesproblems which should be the paid attention in order to improve the developmentstrategies of community endowment countermeasures in China s cities.
