The township civil servants are important parts of China’s civil servants, who contact directly with the citizens in public management. Their initiative and creativity plays a direct role of public service in promoting the quality and the image of public administration, while their attitude and performance reflects the management and administrative capacity of the government. But with the economic and social development in rural areas, township civil servants face much more pressure from work and life, which leads to low subjective well-being.This paper describes the background and significance of the research on subjective well-being of Changsha township civil servants and obtains results that subjective well-being of some township civil servants is not high through a questionnaire survey for eighty civil servants of three towns in Changsha. Due to the influence of many factors such as the traditional bureaucratic system, the delayed transformation of government functions, the negative administrative culture, external environment, their own quality, etc., the subjective well-being of some township civil servants is not high. With low subjective well-being, they can not devote themselves into work which greatly reduces the administrative efficiency. In order to enable the township civil servants to face and resolve the conflicts and pressure in a better way and to improve the efficiency of the administration of township government, we must enhance the subjective well-being of Changsha township civil servants through reforming administrative system, building modern administrative culture, optimizing external environment of the township work and improving the township civil servants’overall quality to fully mobilize the township civil servants’initiative, subjectivity, creativity and potential inspiration as well as improve the administrative efficiency and service performance of the township governments, which is the basic premise of the concept of people-oriented implementation and governing for the people, an effective way to create a service-oriented government and build a harmonious society, or a strong support for strengthening of good governance and reducing corruption.
