With the development of the economy, compensation administration occupies an important strategic role in the civil service sector management. It is the core of human resource management, the most vexing problem of the government and states’ leader, and the most sensitive issues which civil servant concerned. If the compensation management is solved well, the benefit of the government will be significant.This thesis refers the Changsha Customs official salary management as the research object, combining theory and practice. Analyzing the Changsha Customs official salary management, we put forward the thoughts and solutions towards this problem. Firstly, we summarize the theoretical basis of civil servant’s salary system,review the compensation incentive theory and sum up the salary of civil servant’s salary reform process. Then, given the questionnaire survey about the Changsha Customs official salary management, we find several specific problems, such as the individual unfair,the lack of standardization on welfare system,the inadequacy of salary incentive. Based on the discussion above, we consulted the domestic and foreign areas of civil servant’s salary management experience. Finally, we put forward the countermeasures about the Changsha Customs official salary management reform and the implementation of security, wishing to benefit the Changsha Customs official salary management reform and improvement.
