Basic Public Services Are Based On The Perspective Of Economics Research Equalization In Western Areas

Public service is an important function of our government, the governmentshould establish a service-oriented public services in a more important position. Basicpublic services in the core public service, the most basic part of the government is torespond to the needs of the community to provide basic public goods and services,related to the citizens’ fundamental right to life and the foundation of the right todevelopment. The author believe that means the equalization of basic public servicesin a basic public service average, equal status, is an ideal state and dynamic process,and final allocation results. Since the national "Eleventh Five-Year" plan "outline"first time "the equalization of basic public services," the target, more and morescholars began to focus on and explore this issue, and in-depth study from a differentperspective. Western region has been in a low level of economic development, urbanfunctions low state, and the western region has a special topography, multi-ethnic, andother ecologically fragile particularity, because the level of economic developmentconstraints, financial constraints and their ability to supply western region regionaldifferences, between urban and rural areas, the government investment in the westernregion of basic public services is very limited.In this context, a comprehensive, systematic and in-depth study of basic publicservices in the western region of Equalization has important theoretical and practicalsignificance. The author, based on existing research, by constructing the index systemof basic public services in the overall evolution of the country and western, as well asto analyze and sort out the status of basic public services between urban and ruralareas west. From the theoretical and empirical analysis of the relationship between thetwo aspects of the western region equalization of basic public services and economicgrowth, and transfer payments to the western region to do the analysis, basic publicservices in the Western Region Problems and non-equalization summarize the reasonsfor, and finally, this paper path system innovation and western regions to achieve theequalization of basic public services to choose from.
