NGOs are growing rapidly today, and fund-raising is a common hard challenge for all NGOs. Each NGO has to worry about their funding. NGOs based in northwest part of China are particularly facing more challenges as a result of regional constraints, unbalanced level of development and weak awareness of the society. How should they deal with and overcome this problem to win better prospects? And how do they tap the local resources, mobilize community resources for financing to survive and develop better? The questions that this paper will explore.This paper takes Xi’an Huiling Services for people with Learning Disability as a case study. Methods including participatory observation, interviews and literature material were used to further research and analyze the multiple financing of Xi’an Huiling. First, we conduct a cross-sectional study on the financing management of Xi’an Huiling, including fund-raising management system, fund-raising team, financing principle, financing channels, and financing mechanism. Second, we study the multiple financing experience of Xi’an Huiling and explore how Xi’an Huiling interact with external contexts to mobilize local resources. Third, this paper will interpret multiple fundraising approach by using the representative cases of Xi’an Huiling. These examples include how Huiling interactive with government agencies for resource mobilization, how Huiling explore social responsibilities of there levant enterprises, and how Huiling used some activities such as art exhibition and charity parties to collaborate with other NGOs for fund-raising. Fourth, this paper will analyze the strengths, weaknesses of Xi’an Huiling fund-raising. Xi’an Huiling multiple financing approach could be learnt by other similar organizations. There are still many things worth studying and learning from Huiling, though fund-raising is not an easy task for Huiling. Fifth, this paper will also summarize and analyze what kind of internal and external support needed for multiple fund-raising for NGOs in northwest part of China. A good NGO needs not only external funding resources, but also self-suitability. Social enterprise may be a right direction for NGOs in this region.
