Development Research On Youth Self-organizations Of Shangdong Province

With the deepening of reform and opening up and the acceleration of social transformation, China’s traditional social structure has undergone great changes, but the reform in social field is relatively slow. Under the coefficient of network and new media, non-government organizations develop rapidly and the lifestyle, behavior, way of communication of youths change dramatically. Traditional forms of organization have become difficult to meet the needs of youths. Thus, the characteristics of young groups together with the development of non-government organizations lead to the emergence of a great number of Youth Self Organizations.Although these organizations don’t possess official registration, many young people are attracted for its specific and clear service objective, flexibility and convenience of organization and mobilization. They have brought deep influence to the party organizations, youths and social development. This article starts from the concept of Youth Self Organization and analyzes the background of it. Youth Self Organization features with popularity, autonomy, interest, aggregation, opening up as well as flat and loose organization. Shandong Youth Self Organization has been established for only a short period, but it owns numerous members and rapid pace of development, which attracts many people’s attention; the organization is relatively loose, but the operation is vibrant. The lack of theoretical studies and the backwardness of the social management system, on the one hand, cause the blind development of Youth Self Organization:Large numbers of Young Self Organization are often set up just by the sudden whim of the promoter. These organizations can only survive for a very short time and then fail for reasons such as objective environment or subjective factors. On the other hand, for the lack of theoretical basis and managing experience, Youth Self Organizations are trapped into total confusion of the management------Government doesn’t own the right to control; people in the society are not willing to control:the Communist Youth League of China is not able to control.On the basis of questionnaire, case studies, web-based survey and literature research, this thesis adopts the combined method of quantitative and qualitative to conduct an empirical research towards Shandong Youth Self Organization. Shandong Youth Self Organization can be roughly divided into hobbies-oriented, friends and entertainment-oriented, learning-oriented, common service-oriented, industry-oriented, human right-oriented and others, which shows the developing trend of diversification, networking and well-organization. Its influence increases day by day and its social role becomes more and more obvious. The development of Shandong Youth Self Organization includes many problems, such as illegal identity, inattentive organization, poor stability, the lack of development funds and long-term planning. There are also profound reasons for these problems, such as the lack of self-management skills and regulations; and another reason is that the guidance role of government control and the Communist Youth League of China fails to perform well. In accordance with the problems in the development of self organizations, this thesis puts forward suggestions for the government, society and the Communist Youth League of China to strengthen the guidance, services and management towards Youth Self Organization to achieve its orderly and healthy development. Firstly, we must correct the understanding of Youth Self Organization, strengthen research works, grasp the law of development of these organizations, and provide guidance for each classification. Secondly, we should optimize the developing environment for Youth Self Organization, improve the legal system and leadership mechanism, lower the threshold, implement the filing system and create favorable public opinions and social environment. Thirdly, it is necessary that we improve the interaction mechanism between the Communist Youth League and Youth Self Organizations, develop the guiding role of the Communist Youth League, make innovation, expand the methods of the organization to cover more youths; and it will be better if we actively create the interaction relationship and reciprocal cooperation to serve the healthy development of Youth Self Organization. Fourthly, we need to strengthen the capacity of Youth Self Organization to help these organizations achieve MBO (management by objective), establish and improve communication mechanism, human resource management mechanism, performance management system and advance benign and sustainable development capacity.
