With the development of urbanization and industrialization, the most modern developed countries and developing countries have had mass migration of population, with large number of rural surplus laborers moving to cities for livelihood and transforming into city dwellers. Since reform and opening-up, great changes have taken place in China’s countryside, with many rural surplus laborers moving to cities and becoming migrant workers, a special group in China’s social stratification. As time goes on, significant changes have been found within the group. The most obvious change is the appearance of "new-generation", a special group that accounts for about60%of the whole population of migrant workers. Whether the citizenization of new-generation migrant workers can be carried on smoothly affects economic and social development, harmony and stability. It is crucial for the building of a well-off society, balance of urban and rural development, resolve of issues concerning agriculture, countryside and farmers and maintenance of social equity and justice. Various problems rose during government’s intensive promotion of citizenization:imperfections of employment policies and training institutions, short of housing security and political participation. These problems are mainly caused by the lack of institutional supply, government management and belief of equity and justice. Solutions to the lack of responsibility of government in citizenization of new-generation migrant workers are as follows:1.Implementing the institutional innovation. The thesis mainly explores two aspects:reform of household registration system and improvement of social security system to promote the citizenization of new-generation migrant workers with policies as the guarantee.2. Innovation of management. The management philosophy and pattern of government should be changed. The shift from passive management to voluntary service displays leading role played by government in promoting citizenization of new-generation migrant workers.3. Improving the social service system and facilitating the citizenization of new-generation migrant workers by providing service concerning employment, housing, educational training.etc.4. Improving the social supervising system. Cultivating a good social environment for citizenization of new-generation migrant workers by government’s supervision towards enterprises and public supervision towards government.
