| On the arrival of information society, governments around the world have made optimized public service one of their important missions, guaranteed by the construction of service-oriented government, which is also the target of our country in order to enhance the competitiveness, advance the construction and reform the administrative system since the transition from the regulating government to the serving type is inevitable. Service-oriented government, a new mode of government administration, means the thorough transformation in the administrative theory, organizational structure, system mechanism, operating methodology and managing means. This transformation is a big challenge and is not to be smooth in its construction. Under the tendency of informatization, electronic government has become the optimum choice for building service-oriented government and we have to fully acknowledge that this transition is a thorough revolution of the traditional administrative mode, a transformation to the letter, instead of electronizing it. During this process, we must combine electronic government with administrative reform, function change and system reconstruction under the the guidance of the concept of people-oriented serving government. Thus, we are able to supply supreme and convenient public service to the society and people and promote the construction of service-oriented government.By exploring deeply the service-oriented government with electronic administration, this paper, in the first place, describes the status quo and such related aspects as the policy-making, e-administration building, government web designing and so on, and later indicates some existing problems, such as the deviations in the understanding of e-administration, lack of overall planning and orchestrating. And furthermore, the paper proposes some constructive policies concerning the resolution of those problems. |
