Institution is an important social organization to provide public service in our country.Institution has always adopted the way of management of state organs,The current personnel management system is still not completely out of the shadow of the traditional personnel management,one of the most important aspects of the reform of public institutions is to promote the personnel system reform of public institutions with the main content of the establishment and implementation of the employment system,therefore,actively explore the effective countermeasures to solve the problems existing in the employment system reform of our country,deepening the reform of employment system in our country,has become the focus of much attention.This paper firstly introduces the background and significance of this study,research status at home and abroad,summarized the research content of this paper,research methods.An overview of the relevant theory of employment system reform in china,defined the concept and characteristics of public institutions,the concept and form of employment system in public institutions,the general idea and principle of the reform of employment system in our country are expounded.Starting from the process and current situation of the employment system reform in Jinzhou city,profound analysis of the employment system reform of the employment system,such as the lack of adequate understanding of the employment management,employment contract management becomes a mere formality;personnel structure is not reasonable,part of the post problem is more prominent,employment contract rights and obligations of the contract is not standardized,part of the unit after the lack of standardized management system;employment management "two layers of skin”,competition for posts to implement not in place;open recruitment targeted too weak,the reform progress is not balanced and so on,and analyzes the causes of the problems,and then puts forward the countermeasures to solve the problem:to establish a scientific concept of reform,the post of scientific management,and constantly improve the supporting mechanism.This article through this series of study and research,in order to provide some reference for the reform of the system of employment in Jinzhou,and also hope to make contributions to the relevant theoretical research of the employment system reform in our country.
