Social security and employment promotion has always been the two major themes inthe livelihood of Chinese. Reviewing the reform of social security in China, the old andnew systems changed in the ups and downs. China’s social security system has undergonemore than30years of trials and hardships, and it has been formed a multi-level andwide-coverage. Employment has been the sustainable development of the people’slivelihood and employment force the labor by virtue of their quality and ability to buildand maintain the quality of life. Although the social security, employment promotion andeconomic development in Beijing have a good foundation, there is some conflict andfriction in front of us.In order to make sure that the social security and the employment promotion developbetter, more effective work has been done recently. The study was carried out on thetheories of social security, employment and economic development. And it analyzed therelationship between them. Empirical research is also used the study of social securitysystem and employment of the rural labor force in Beijing and its influencing factors wereinvestigated. The study concluded that the relevant findings, such as social securityspending per capita is lower than the total social security expenditure growth, and theoverall level of social security expenditure is still in the lower position. Also the socialinsurance fund expenditure showed increasing in recent years, but the proportion ofexpenditure between the various insurance is non-equilibrium.At last, the study give some suggestions in promoting employment, such as theestablishment of a unified social security system, the improvement of social security level,the adjustment of unemployment insurance and the improvement of the rural labor force’squality.
