Since Internet has appeared, it has changed all aspects of human life in a amazing development speed and created a new age for us, which named network age. Network age’s opening, virtual, freedom and other characteristic have created a public sphere for public exchanging opinion and attitude equally, The public sphere in the network not only stimulated public to participate in politics aggressively, but also promote the development of the democratization process and become a booster for government changing and innovating management mode. It also brings stern challenge to traditional value idea, the legal regime and the government governed.The public trust in government not only directly related to government’s influence and authority of the government, but also decided the degree of strength for government’s executive power. The higher government of public trust can strengthen public’s understanding and trust in government, enhance the government management efficiency, ensure that the government’s instructions and policies can be executed effectively, consolidate the legitimacy of the state, and promote social to work positively. However, with the network coming, the public trust in government had be on the top of public opinion’s wave, at the same time, the characteristic of network technology made the information not restrict by social power structure. The public in thus can debate and discuss all kinds of public problems that involving social security and interests, which can form a consensus of public opinion gradually, and break the situation that the government can win the public trust through monopolizing and controlling the mass media. In this situation, the public event which falls into public opinion eddy is the public trust in government being weakened or questioned actually, and is also the public trust event. Only the government correcting their own shortcomings effectively maybe can avoid the impaction of public opinion So only studying government’s public trust in the network background can really understand the public trust of government’s weakness and understand the network technology which can improve the government’s authority and the public trust in government fundamentally. Based on this analysis, this paper makes public trust in government for study object, analyze the path of improving public trust in government according to the background characteristic of network age. Firstly, this paper introduces the concepts of network age and the public trust in government, and then expatiates on the forming of network public sphere make the government out of monopolizing and controlling public media by using the "QianYun hui"event, as a result, public trust in government has been in oppugning and challenge, so only perfecting the self-behavior of government can achieve improving public trust in government. Secondly, this paper analyzes the deep reason why government’s public trust loses in the background of the network age, and the reason is government’s logos, system and behavior, and the changes of social environment and network age. Lastly, this paper analyzes the path of improving government’s public trust through two sides of building government self-ability and copy with the variety of era environment, which can make government and public communicate mutually and improving government’s efficiency and satisfaction of the work.
