After entering the21st century,the frequent occurrence of public crisis hasbecome the major inevitable challenges in the social life. However, the public crisisin the new century presents increasingly complex and diverse characteristics, theGovernment’s efforts is difficult response to the crisis at the first time and effectively.The NGO entities as civil society organizations involved in responding to a publiccrisis with their own advantages. Thus, how to make full use of the advantages of theNGOs and how to play the role of the NGOs, it is an no-doubt question for thePublic Crisis Management in our country. At present, NGOs in China participate inthe crisis management in some degree, but they still had a lot of difficulties andobstacles in the development because of some reasons within themselves and fromoutside. They are facing huge challenge and opportunities at the same time, the topchallenge is the capabilities of the NGO organizaitons.Lacking of various factorsand limitations, the NGOs have weakness in comprehensive capacities especially thecapacities generation. In my thesis, the context takes the capacities generation whichis still in its infancy in the NGO management research as the entry point, analyzesthe significance and disadvantages of the NGO participation in China’s civil societybuilding by revealing the operation mechanism of the NGO participation in publiccrisis management, then reflects the problems and difficulties existed in the NGOs’participation in public crisis management and puts forward the correspondingcountermeasures and solutions. The thesis tries to provide new ideas to enrich theexisting theoretical studies, to further enhance the effects of public crisismanagement and improve the capacities generation of NGOs in dealing with public crisis.Based on the following understanding, this paper start from the connotation ofNGO capacities generation, summed up the four basic elements for NGOs capacitiesgeneration and describes the meaning of NGO capacities generation by market andgovernment failure theory, civil society theory and the third-party managementtheory. The paper analyzes the current situation of NGO capacities and the fourquestions which influenced the NGO capacities generation, makes some suggestionson the ways of capacities generation for NGOs’ participation in public crisismanagement in the end and provides a reference for NGOs’ capacities generationand sustainable development in the existing social and legal environment.
