The Study On The Citizen Participation In The Public Policy Execution

The execution of public policy is the important stage of the processof public policy, which is of great significance because it is related torealizing the goal of public policy. Public participation will help raisepublic awareness and credibility of policy and is an important way toachieve scientific and democratic decision. Citizens should not onlyparticipate in the formulation stage of public policy, but also be activelyinvolved in the execution phase of public policy．At present, many domestic scholars make further research on thecitizen participation in public policy, which give more attention to theformulation and decision stages of public policy rather than theexecution stage. This article carry on the analysis of the necessity of thecitizen participation in the execution of public policy.The participationof citizen in public policy execution is the trend of the development ofthe society, and is the central segment of the government’s publicmanagement activities. Reviewed the citizens to participate in publicpolicy execution process since1949, it expounds the citizens toparticipate in public policy execution of significance．And then it sortsout and summarizes the current situation and problems of citizenparticipation in public policy execution. Based on this, it makes furtheranalysis on the restricting factors resulted in the dilemma of theparticipation of citizen. Finally, this article put forward the main wayabout the citizen participating in the public policy execution.
