Public governance is a trend to which government reforms move forward around the world currently. The way how to improve governance, as well as how to select reasonable governance model according to native situation become an important issue for nations and academia of public management. Pluralism of subjects of public management is the core notion which public governance focus on, that benefit the optimum interaction between states and civil society and also may improve social fairness and equity. As an important component of civil society, civil non-profit organizations (NPO) should play a more significant role in public governance rather then governments and enterprises.The aim of the thesis is to analyze the role of civil NPO participating in public governance. The quantitative relation between civil NPO and public governance according to the analysis of relevant data is the main evidence of this study.This thesis firstly analyzes whether there is a statistical significant positive relation between the level of civil NPOs and public governance (quantitative analysis). Meanwhile, through analyzing the cases of South Korea and Norway, the thesis studies the significance and effects of the spirits and activities of civil NPOs for public governance (qualitative analysis). Finally, the thesis gives a role analysis of civil NPOs participating in public governance.
