Research On Function Transforming Of Sub-district Office In Urban-rural-integration-area

With China’s social and economic development and the accelerating of urbanization process,village and town located in urban-rural-integration-area have the fundamental change. It is withdrew and sub-district office is established,but its nature doesn’t change. In order to rationalize the function of sub-district office and prompt the good and quick development of it, it needs to have a deep research on the function of sub-district office.Now the sub-district office in urban-rural-integration-area does not only has the responsibility of city level sub-district office to manages urban community,but also takes the responsibility of developing local economy and prompting the process of urbanization. So, the present sub-district office in urban-rural-integration-area will not only take its present responsibility but also need to transform to real city level sub-district office and put its final stay in social management and social service.The changing of the function of sub-district office should be considered from two aspects. From the short term, the economic strength of sub-district office in urban-rural-integration-area is weaker and the its residents employment is inadequate welfare is not in place and at the same time, they also take the work of city construction and people’s livelihood, so its function can’t be easily peeling off and shall be optimized.From the long term, sub-district office has developed to a comparative maturity level and in order to let its function return to its nature.Then, one aspect is to peeling off the function of economy development,labor protection,city management and community finance,another aspect is need to turn its function into the social affairs management and service, so it need to strengthen function of three aspects. The first aspect is to strengthen social management and public service function, the second aspect is to strengthen community service function and the third aspect is to guide the community of self-management.
