| Reform and opening up for nearly four decades,China’s economy has grown rapidly and steadily,and the country has vigorously promoted the modernization of its governance system and governance capacity.However,due to the long-standing dual urban-rural structure in China,social resources are constantly tilting towards cities,and rural economic and social development is slow.The problem of increasing disparities has become increasingly prominent.The uncoordinated development of urban and rural areas has caused rural areas to lag behind cities in terms of public services,industrial economy,cultural construction,and infrastructure construction,which has seriously hindered China’s economic development and social construction.To promote the integration of urban and rural development can effectively narrow the gap between urban and rural areas,and promote the coordinated development of urban and rural economic and social development and common prosperity.China is at a critical stage in the development of new-type urbanization.New urbanization and urban-rural integration have the same characteristics.They all aim at the coordinated development of urban and rural areas,breaking the barrier between urban and rural areas,and forming a new type of urban-rural relationship with coordinated urban-rural interaction and common prosperity.Although at the 19th National Congress of the Communist Party of China,the establishment of a sound urban-rural integration institutional mechanism and policy system was proposed,but the urban-rural development in China still faces real problems such as uneven distribution of economic industries,unequal public services,and unreasonable resource allocation,which seriously hindered the healthy economic and social development in urban and rural areas in China.How to reduce the gap between urban and rural areas,fundamentally eliminate the dual structure of urban and rural areas,and achieve the integration of urban and rural areas is an urgent problem to be solved in the current development of urban and rural areas.By introducing the Marxist urban-rural integration theory and sorting out the historical context of the development of urban-rural relations in China,it is not difficult to develop the urban-rural integration theory to provide practical theoretical guidance for urban and rural development in China.At present,various localities in our country are presenting different development models in exploring the integration of urban and rural areas,by selecting Shanghai,Jiangsu,and Zhejiang as samples,the three types of urban and rural development models are analyzed in terms of overall planning and layout,industrial development,infrastructure,public services,and social management.,summarize the achievements and problems faced in the development of the three places and provide references for the exploration of the integration of urban and rural areas in other regions of the country.On this basis,by combining abstract theory with specific local practice,clear the development trend of the relationship between urban and rural areas in our country,grasp the main content of the integration of urban and rural areas development in our country,Promote the integration of urban and rural areas in China from the following aspects:On the basis of institutional innovation,establish and improve a supporting institutional system to eliminate institutional support for urban and rural duality and provide institutional guarantees for the integration of urban and rural communities;Withdrawing from the village and building as a starting point,we must strengthen rural construction,improve rural areas to achieve the integration of urban-rural,and promote the integration of urban and rural development;With the participation of a multi-stakeholder participation mechanism,improve the social management mechanism of party committee leadership,government responsibility,social coordination,public participation,and legal protection,give full play to their own advantages,create a Social Governance Structure that Co-building,Co-governance and Co-Sharing,promote the integration and development of urban and rural areas. |
