The Moulding Of Administrative Personality During The Construction Of The Service-oriented Government

The service-oriented government is a new government governance mode,following the rule-oriented government in the agricultural society and themanagement-oriented government in the industrial society. It is based on the citizen andthe society, rather than the government. It regards “Serve the People” as core values andcommits corresponding responsibilities of the government. To realize the “service”value, the service-oriented government cannot be separated from the “moral”administrative staff. The administrative personality means that “the self-moral integritywhich is demonstrated by the administrative staff through continuous and lasting ethicalbehavior selects in administrative activities, is the overall form of the administrativestaff in moral sense.” Thus, the construction of a successful service-oriented governmentmust lie in the universal generating of the administrative personality.This thesis mainly consists of three parts. The first part is the introduction, inwhich the background and the significance of the topic as well as the goal to beachieved are clarified, and the concepts of service-oriented government andadministrative personality are defined. The second part introduces the historical missionand opportunity of building a service-oriented government. Starting from the historicalevolution of the governance models applied by the government and background of apost-industrial society, this part discusses the historical inevitability of constructing aservice-oriented government; and then further argues that the governance modelinnovation is an important factor which determines national development viewed fromthe historical development. During the transition when the industrial society is turninginto a post-industrial society, if China can achieve positive results in the construction ofa service-oriented government, it will be led towards the post-industrial road by leapsand bounds, which will boost to achieve the great rejuvenation of the Chinese nation.The core value of the service-oriented government is “service”, while the realization ofthe service value cannot be separated from the moral administrative staff, and the moraladministrative staff will lead to the generation of administrative personality. Thus, the orientation of the service-oriented government is just about the shaping of theadministrative personality. The service-oriented government requires the administrativepersonality to be independent, public and in service. The third part discusses the shapingmethod of administrative personality in constructing a service-oriented government. Thediscussion about the shaping of administrative personality is the main content of thispart as well as this paper.The first is the moral system. System construction should focus on building themechanism to promote administrative staff as “public person”, i.e., on motivating theautonomy of “good”. The second is the construction of the administrative culture. Theadministrative culture plays an influential role in the formation of the administrationpersonality. The administrative staff is from the society. The social culture causes theinitial impact to the formation of their personalities. So we should first build advancedsocial culture, and then build sound administrative organization culture on its basis.Finally, administrative staff’s moral accomplishment is the “internal cause” and themost critical factor in forming administrative personality. In order to improve the moralquality of the administrative staff, the moral education of administrative staff must bestrengthened. Education is more than a mere form. It must reveal the essence of moralconnotation and make the educated administrative staff unite public interests withpersonal interests. The goal of administrative and moral education is to activate the“virtue” inside the administrative staff, so that they are willing to participate in themoral cultivation.“The doctrine of the great learning is to enlighten the brilliant virtue.”The Great Learning teaches the method of moral cultivation. The method is to “studythe essence of things, attain knowledge, be sincere and amend the heart”. Its result is theproduction of the administrative personality in the real society.
