Throughout the work of the examining and employing civil servants in China, the structured interview is extremely popular because of its high efficiency and equity advantages, but it also has some shortcomings, that is difficult to inspect examinees’ implicit quality and ability effectively, and vulnerable to the social training interference. How to compensate for the deficiency of the structured interview, the introduction of the semi-structured interview can be regarded as a kind of useful attempt. Combining with the exploration of Chinese government and the semi-structured interview practice of enterprise, a variety of modern talent evaluation methods must be introduced, on the basis of the existing structured interview, to construct a new semi-structured interview mode. In view of our civil service system of classified management, in order to fully realize the diversification of methods to examine examinees, position classification must be regarded as the premise to the construction of the semi-structured model, and the test question form must also be broken into structured questions+some kind of the modern talent evaluation questions, six specific patterns are generated by this:structured questions+leaderless group discussion, structured questions+role-playing, structured questions+file baskets tests, structured questions+management games, structured questions+case studies and structured questions+impromptu speeches. As for the specific use of the semi-structured interview in the examination, we must first to follow these principles of structured and unstructured complementing, interview mode and position matching, the examiner and the examinee communicating, process and result combining. Secondly, according to the job requirements, to determine the specific semi-structured interview mode. Thirdly, according to the procedures, to carry out the interview. In the meantime, we must pay high attention to the interview process control, good assessment and feedback of the interview results.
