The quality of civil service is important to the efficiency of government administration and administrative targets, it relates to the development of the socialist market economy, and it can effect on the overall goals of socialist modernization. Civil Servant Examination system is the only way to select civil servant, plays an important role to realize appoint people by abilities, fair and square. After decades of practice, structured interview is a widely adopted testing method, and it is more and more significant, the position is getting higher and higher.But in Xi'an, structured interview in practice have the following problems:imperfect position analysis, ill-suited examiner, nonstandard management, etc. To solve these problems properly, this paper mainly discussed in how to organize structured interview, from the title personnel assessment theory, combined with structured interview experience, analyzed the reasons and puts forward some methods to solve the problems.The constituent of this paper is organized according to the thoughtway of" find problem, bring forward theory, using method, analysis problem, solve problem ", includes the following parts:The first part is primary introduction of previous studies, the results are briefly reviewed, and expounds the research significance, puts forward the research methods and innovation.The second part is the related theory, using the talent evaluates theory, reviews the structured interview in Xi'an.The third part analyzed the common problems in structured interview of civil servant examination, and the tentative schemes to solve these problems which is tried in Xi'an.The last part puts forward optimum structured interview methods and measures.According to the practice in Xi'an, combined with the theory of matching station who hold, optimize the structure of interview, by doing so it can improve the rationality of structured interview. Based on real work experience, the bylaw is systematically puts forwarded, such as how to select examiner, qualificatory authentication, daily management system, etc. Interview methods and measures to maintain is brought out to make the exam fair. In a word, it has some referenced value to structured interview of other place.
